gal assault quafe bpo when i am a gallente with assault level 5 but already have gal scout level 3 along with gal scout sever bpo and am going to use event sp along with current sp pooled to proto gal scout or do i get militia rail/combat rifle bpos to help me on my 100,000,000 million isk saved drive/rltraining?
please advise

Militia gear is not that great, invest in standard. it costs a bit more but there is a difference in performance that will save your ass on the field, get you more kills, earn you more points and most likely pay out more ISK at the end of the game.
Militia BPO's are not worth it.

The only Militia BPO that might be worth it is the shotgun since there is only the EU-only Daemon, and the Dren which isn't available anymore that are standard. |

standard with Level 5 skills is probably equal to advanced gear on entry level-mid level players

get the Queen gal assault.. its a good slot layout and the bonus armor hp/s on gal suits is wonderful and can be great platform for a "Combat Anti-vehicle" suit or just a normal slay suit

I'd say get the Assault BPO along with a few MLT Module BPOs. Maybe even an AR and Toxin BPO if you feel like being an extreme penny pincher.
It may sound odd, but you can expect a performance increase due to you not being so concerned with trying to keep yourself alive, which tends to lead to more kills.
