I think the new maps are actually maps recently designed foe Legion, or old ones from beta remastered. I think the NPC vendor is a part of legion being tested as the beginnings of the player market. They need people to test these so they dumped them in this game for our opinions and advice before carrying on with it for Legion.

They just had performance issues.
