...So if a guy creates an account plays for an hour and quits, peoples alts, or players that log into check a hot fix out for a few matches then go back to Destiny or some other game at least once during the course of 30 days counts?

Well, given that this is an average, this means that sure, some people might check it out once and quit, but someone else is 'taking their place' next month. A lot of people are playing DUST. A lot of people still check in on DUST. A lot of people are checking out DUST. That's potential, at the very least. There's no doubt there's still work to do on the NPE. There's no doubt there's still work to do on ensuring veteran players find their time worthwhile. But the game is alive.

I don't think CCP is quite yet ready to make a set in stone statement on how to transfer stuff to a game that isn't even set in stone yet (i.e. greenlit). But I'm pretty confident CCP is well aware of the importance of honoring player investment in such a transfer.

We were discussing BPO doubles last night, actually. I'm curious what people feel would be most fair. In a lot of cases, ISK would either be a poor refund for the expenditure of a BPO if the payout was too low, or a huge method for buying ISK if the rate payout was high. BPOs tend to revolve around a significant monetary investment of players, and it's important that be well-respected, IMHO.
I can't, of course, answer as to the current state of this with 1.9.

This is a dead horse. Stop beating it.
DUST 514 now is a completely different game than the version of beta where Skirmish 1.0 existed. The mode is simply not compatible with the current game. It would be more constructive to focus on conceptualizing ways to see a Skirmish 3.0 than any notion of bringing back Skirmish 1.0, in comparative levels of usefulness.

Not 300k daily, no. That's total accounts logging in per month. (On average.) Which would count new players just trying the game, people who play occasionally, and your daily regulars combined. Daily numbers aren't public, but you can get a bit of the gist that it's probably somewhere between the PCU (people on at the same time during the day) and MAU (total people who logged in across the month).
