The little 44k number that appears when you start the game represents everyone on the Tranquility server, so that's the population of Dust and EVE combined.
There was a website around here that said the actual numbers.
I would guess around 5k Dust players are playing on average.

She's talking about peak hours only, which makes the number bloated.
