This post is to discuss what existing assets CCP has that can be transferred to Legion without significant modification, so as to save Dev time and narrow the development focus to the new stuff that is needed for Legion. I would also like to discuss what is needed in Legion from the start, what would be nice to have from the start, and what should be parked until a future expansion. I think it is imperative that the Devs maintain a tight development focus in order to get a functional and playable prototype ready for Beta in a reasonable time frame.
Stuff to be recycled: -Mail system from EVE. -Corp Management system from EVE, with a few extra roles as needed. -Instanced matches from DUST. (They can add some new game modes if they have time.) -Faction Warfare, complete with Orbital Bombardment. (We will finally have a player to player market to make it work, and hopefully a way for EVE pilots to find the battles.) -Dropsuits, Weapons, modules and equipment from DUST. Same stats and mechanics. This should provide good game balance early in the development process. (The Rest of the Heavy Weapons would be nice though.) -Caldari and Gallente vehicles. (Would be nice to have the Amarr and Minmatar though.)
New stuff Needed: -Salvage Districts. -Salvage mechanics. -Drones/PVE. -Sky-spawn. -Open Player to Player market. -Amarr & Gallente Heavy Weapons (unless Rattati manages to add them to DUST first using a gum rapper and some duct tape.) -Amarr & Minmatar vehicles -Amarr & Minbmatar structure sockets in Small, Medium, and Large. -Planetary Conquest where Salvaging in the Districts generates the ISK, and a clone transport system that makes the location of your district matter.

Absolutely not. There is no way to generate ISK in EVE passively. Level 4 Missions? Can be easy but there's still risk and you still work for it. Incursions? Risk is higher and you still work for it. [Edit: Just to further clarify. In Legion Salvaging will be an active process of looking around in Salvage Districts to find stuff, which you will then be able to sell on the open market.]
What I mean by GÇ£Salvaging in the Districts generates the ISKGÇ¥ is that the value for a Corporation to own a district is that they are more lucrative to salvage from than the public salvage districts. Therefore Corp members can make a lot more ISK going to a Planetary Conquest district to Salvage than going to a public district, and the Corp makes ISK by taxing its members.
This is a self-limiting system where there is no benefit for a small Elite Corp to hold a lot of districts, because they donGÇÖt have enough members to Salvage more than a couple. This means that Planetary Conquest Corporations will want to have a lot of less skilled members to farm their districts by literally GÇ£working the landGÇ¥. It insures there is a role to play for the skilled in conquering and defending districts, as well as for the less skilled, in working those districts for profit.
