Scouts are OP because of how versatile it is at playing roles. No one should care if a scout tries to run as an assault, in the same way that no one should care when a logi tries to run as an assault. No one should care if a scout tries to run as a logi, in the same way that no one should care if an assault suit tries to run as a logi. The fitting system in Dust encourages experimentation and such actions are to be expected.
HOWEVER, the scout suit follows this trend in a ludicrously efficient manner. Because the scout can run as an effective assault, logi, and (of course) scout, it outperforms every other suit in the game in this aspect. I've said this a few times, but I thought I should make a proper thread in an attempt to relieve the confusion. Scouts are actually rewarded to act as pseudo-medium suits, in the following aspects:
1. High Regeneration, Low Recharge Delays, and Passive Armor Reps. Because scouts receive such ridiculously high regeneration, and low recharge delays they are rewarded for stacking shield extenders. "I have 30+ hp/s and 7- regen delay. Why do I need regulators? Why do I need rechargers/energizers? I can just tank" The same can be said about the gallente scout's passive armor reps.
2. Passive E-war. Because scouts get a passive bonus, as opposed to an efficiency bonus to E-war, scouts can still have sufficient scans, and tank to work as a pseudo-medium frame. The base stats to E-war that the scout has furthers this issue. "Why should I run E-war? I have passive E-war, just tank..."(minmatar scouts are excluded in this aspect)
3. The Second Equipment slot. Because scouts get a second equipment slot they are more encouraged/inclined to run as a pseudo-logi(though I believe this issue will be resolved if the first two issues are addressed)"I have 2 equip slots? WP farm!!!"
4. Base speed(not really an issue more as an observation). Scouts are less inclined to use bio-tics modules because their base speed is high to begin with.(again not really an issue)"Why do I need kin-cats I'm pretty fast to begin with..."
Not one of these issues causes disparity in the scout role itself, however it is because the scout has a large amount of passive rewards that it appears OP. Whereas other suits have a drawback to acting in other roles the scout does not have any drawbacks to working as a pseudo-assault/logi. I personally believe that if the first two issues were resolved the scout would be perfect, as these are the two issues that creates the most disparity in the scout's role.(i.e. If I'm not supposed to tank , then why is my regen so high?)
