This game needs more Capacitor Mechanics. The Capacitor Mechanic is what the Cloak does, it has a recharge time and can be used as long as you aren't depleted or in the downtime power levels.
This would bring much more diverse gameplay to the game but not only that, it would drastically improve some balancing issues while making some equipment better: Active Scanners, Infantry Repair Tools, Nanite Injectors, afterburners/fuel injectors and so on.
Now onto the topic at hand, Vehicle Armor Repairs with a capacitor Mechanic.
First I will say that I'm a little confused about CCP's goal with Vehicles vs. the Passive Armor Repair.
Their apparent goal with vehicle terracide was to give vehicles a window of opportunity while in the downtime being weak like a Caldari in FW. The Passive Vehicle Armor Repair flies in the face of that imo; while I think I understand why they did that, to keep infantry and vehicle repair consistent it just doesn't jive well with me.
I'm not sure if they are even sticking with the whole "Window of opportunity" plan anymore and I'd be happy if they didn't but left that up to the players fitting.
Anywho, all that rambling just to say It would be nice if you guys consider giving Vehicle Armor Repairs a Capacitor Mechanic.

I'd rather have two variants of armor repairs:
Regular: what we have now (but perhaps fewer reps/sec). Always running, no on or off, but pretty low reps.
Ancillary reps: active mod, short duration and very long cool down (45s-1min at least), grants large amounts of hp very quickly.
Same kind of goes for shields:
Regular booster: active with moderate cool down (30s-ish), grants a modest boost every few seconds but more overall, it just takes longer.
Ancillary shield booster: what we have now; huge instantaneous boost of hp.

It would only work if we gave a big buff to repair rate. Otherwise it will hurt the already weak reppers. And in that case, why not just return the old active reppers?

Besides it likely not to happen because it requires too much work I think anything to prevent passive vehicle armor reps with that much gain would be a good thing.

Oh yes, I figured that from the start. It couldn't have the same stats as we have now at all. That would destroy the entire point of the proposal.
But you've something there. I'd much rather return to the old vehicle armor repair system.

Yeah, give it time to cycle. I liked it when the armor repaired in pulsed in two/three second intervals.
