You're ineffectual if you don't change tactics to eliminate a threat.
I cycle through HAVs, LAVs, Sentinels, Logi, Scout, and Assault roles with a plethora of weapons as needed to eliminate a target or achieve an objective.
If you can't deal with an HAV and you have more then 6 million SP then you need to re-evaluate yourself. If you allow yourself to be farmed by anyone, be they in an ADS, HAV or dropsuit, then you're a garbage player, or unnaturally stubborn and devoid of all tactical sense.

I looked through his post history before I commented, he's not new, thus I unleashed my bitter, bitter, cynical post.
I've been gentle to new players, but OP out to know better. If he starts making gran sweeping gestures then yeah, I'll respond in kind. If he wants to ask a question without coming off as a dingus then I'll also respond in a civil fashion. Asking people to be understanding is a bit of a stretch when the OP is not even remotely diplomatic, nor a new player.

Here is my "Civil" response.
OP, the reason why people grab an HAV is because the original tactics they used did not work, so they are changing tactics. You yourself are skilled into Swarm Launchers so it should not be a big deal to drive them off or kill them, and it forces you to respond in kind and swap to your AV fit to compensate.
It is not born out of fear, for most, but rather out of a desire to murder you, as this is a Shooter Game. Ultimately any of the game-modes can be won by killing the opponent, and even securing objectives requires slaying, as you undoubtedly are familiar with.
Why do you care about people switching to HAVs, and find it cowardly and unskilled?
Vehicles make up a substantial amount of DUST 514, as they are in 3/4 of the game modes, and a substantial amount of the Market as well as Skill List revolves around vehicles. To be perfectly honest you come off as arrogant if you ask people to play "World of Tanks," as they are utilizing a game feature which is so common place literally everyone can not only skill into but also use due to Militia HAV options.
DUST 514 is even advertised with Vehicles featured prominently in all promotional trailers, and new players even receive free Light Assault Vehicles with pre-installed weapon systems.
Perhaps you need to re-evaluate what game you're playing, as vehicles always have been, and always will be, a major part of DUST 514, including HAVs. If this is not to your liking and you are still of the opinion that three of the skill trees and a sixth of the market is not a substantial amount of DUST 514, where the game even allows up to half of the players in a match to operate vehicles (Limit is 8 per team), then I do recommend you play Ambush as the non-OMS version forbids vehicles.
The whole point of DUST 514 is to murder the opponent, play accordingly and don't be surprised when someone decides to kill you using a different method then before, as adapting to your opponent will allow you to murder them faster, especially if the previous methods are not working.
