Yeah the controls for snipers are not that smooth either not for a controller but then again that has always been my issue on the PS3. (xbox games don't seem to suffer this as much) I have read up on pixel skipping for mouse user too so its just as bad for everyone.
I am not sure how much smoother controls can get for the ps3 controllers though it is not that straightforward either to keep changes up but it will be something that would be continued to be pestered for improvement on.

No sensitivity controls are very valid, its been an issue with all guns but precision weapons suffer the most laser rifles and snipers mostly. There is nothing more frustration than nudging the thumbstick slightly and its making the difference between shooting one ear off or the other and for some games there is no sensitivity setting (if they exist) to correct this.
As for Aim Assist it should never be a thing with such weapons. Just making the game good enough to handle fine inputs would be more than enough for a lot of players.
I generally have the exact opposite problems with my mice, for precision shooting its always over aiming. Controllers have generally that very very fine input that lets me get a head glitcher.

Get the Frag FX Shark (or Piranha for console only). Best of both worlds. I actually find keeping the settings higher makes it easier than keeping them low. Also, I use a mouse if far away. All you need is a little $20 table to put your mouse on. You should have that anyway for your beer. Kill two birds with on stone. That Tactical's range Charge 400 Standards 450 Unless it was changed in the past couple of days the Charge's range is 450m as well. I clearly recall counter sniping a couple of snipers past 400m the other day and the Charge is the only SR I use.
Let me check I know a few spots where Its tethering range of the intel scope; moving beyond that then trying to hit visible targets past the intended range would work.
