First off, 'post level 5 content' is a good thing. Like Breakin said, it's probably reminiscent of the T2 ships from Eve Online. You trade versatility (slots) for raw power and dropsuit bonuses (more CPU/PG, "+5% per level" becomes "10% per level"). This will allow players to greatly specialize in playstyles they enjoy. I'm looking forward to some kind of variation in the assault roles, personally.
Second, you have to know that CCP will run kind of events before releasing content like this. Another MCC or maybe some kind of 'Kill X dropsuit, get Y SP' event.

Is this even possible? Take a Caldari scout dropsuit. Remove a high and sidearm slot. Give it a bonus to cloaking duration, keep the dampening bonus, then add a bonus similar to the Caldari logistic with nanohives. Maybe +5% to max nanites and +3% to supply/repair rate.
Call it a Covert Resupplier. On the forums we will call them "Nano Ninjas".
Not better than a proto Caldari scout. Just different, focused, with a specific goal in mind.

Here is good start for making assaults better. Buff the movement speed. Or you can keep listening to your numbers instead of listening to a pro. Numbers > anecdotes. Numbers aren't going to flavor their results with personal experiences and emotions.
Sometimes balancing requires nerfing AND buffing. I hate it when my weapon or dropsuit gets nerfed, but more often than not it is justified because it is overperforming.
