Why dont they just make a separate leveling system like if your at 15,000,000 sp it will pair you with others at your level |

Because there are people out there with player skill levels that do not match their lifetime SP total.
E.g. A guy made a character shortly after launch, but then shelved the character while he played some other game / went to school / got deployed / recovered from major surgery. Now he's playing again, with 12mil SP, but the gun game of a drunken chimp.
Matchmaking should be based on a formula comprised of lifetime SP, W/L ratio, and WPs per second. Those stats are more accurate in determining player skill levels.
He imposes order on the chaos of organic evolution...

Because SP doesn't always necessarily equate to experience. There are players who have low SP but have excellent gun game and there are players who have a lot of SP but bad gun game. Recently CCP Rattati and his team implemented a "Mu" system to balance out both teams in a given match so that this time you are now more often pitted against players of your own caliber. "Mu" is a performance-based rating system that adjusts every time you play a match. The more you win or loss, the more your KDR improves or falters, etc. the more your Mu adjusts and over time you'll find yourself being put into more even matches.

They should just go back to the matchmaking we had in Chromosome..... There wasn't any matchmaking, it just threw us in matches randomly and we still had more balanced teams than any time since Scotty was activated.
