So the bolt pistol seems to be the new form according to the forums. Personally I have never used it, but I tested it out on my militia starter suit to see how it functioned before commenting on it. I believe we can solve it being considered op without touching the numbers (okay, maybe a little touching)
First, its use. It functions exactly the same as the AR. Now the AR performs differently, but the player input for the bolt pistol and AR is exactly the same. Hold down R1 until your target drops or you run out of ammo. We could remove the charge up and have an extremely low rate of fire on the volt pistol and see the same thing we do now. This makes it feel easier to use than it should. Therefore, I would have a couple of things change to 1) make it slightly more difficult to use while still rewarding skillful use with quick kills and 2) cause it to fall better in line with how rail tech is supposed to work.
My change is thus: make it function like the charge sniper rifle. Have you hold down the trigger to charge up a shot. Once at full charge, it does the current damage it has (229 I believe) and fires once the trigger is released. You can release before full charge, minimum of a half charge, but this does not deal full damage. In this way, it becomes more of a space Magnum. It does heavy hard hitting damage, downing suits in 2-3 hits, but that requires the patience and timing to wait for a full charge.
In this way, it it retains its high alpha damage, which rail tech should have. It also increases the skill needed to get that power, and people spamming shots will do so at a reduced damage and DPs, while those with patience and practice can use it as effectively as it is used now.
Tl;Dr make bolt pistol function like charge sniper rifle.

The Rail Rifle, Magsec SMG and the Bolt Pistol need the charge-up because they are railgun weaponry.
40 kills with the most basic, cheapest possible dual-wielding standard Bolt Pistol fit...

- Keep the Headshot multiplier.
- Nerf the DMG (leave a slight buff on old stats)
