That was eve though. Who is too stop someone from transferring Eve Isk to Dust Isk then "giving" it away for a nominal finders fee? |

That doesn't matter. Dust is operating within the exact same server (Tranquility) as Eve Online. Every transaction is processed and tracked by Tranquility. Perps can bounce the ISK around endless alts and even delete the alts but Tranquility will keep a clear record of the money trail and eventually they'll be caught.
