They are both really good but the bad thing about pc games is that no matter the anti cheat software, you will get hackers. It's not some magic thing and it's not hard to get away with.
People simply hotkey scripted hacks and switch them on and off at will and there is barely any real way to stop it.
With that said, its barely noticeable and not as many people do it as you'd think.
People swear blind it doesn't happen but it does. I have successfully had around 50+ people banned from planetside 2 on pc in the roughly 5 months i have been playing. It's always very subtle but i have been pc gaming for ages and i know when someone is doing too well, the 50+ banned people speaks for itself.
I can tell when someone is using no recoil, a bit of extra speed, no clip, lag switch, you name it, i'll spot it.
Your best bet if you are going into pc gaming is to first do a bit of research into cheating, scripts and hacks. Then with every game you get, search online for hacks etc so you are clued up about the crap that so called 'gamers' will be trying to pull off.
Beware, people who swear blind it doesn't happen are either young, ignorant, doing it themself or any combination of the 3.
Console gaming is far more casual friendly, much more jump in and play and generally facilitates social tools right off the bat and built into games you buy.

Edit: concerning the poppulations. there are roughly 200 million pc gamers in the world. There are at least 250 million psn players alone, not counting xbox. You have to realise that the pc gamers are divided among a whole plethora of games while on console, they are much more concentrated around the comparably limited amount you get on console. Generally speaking, games have much more longevity on pc as console gamers tend to be young fotm types who see games as more of a fashion, in season kind of thing rather than actually looking for something for the long run.
