Currently scouts are still a broken class with questionable hitbox as I've noted down that they are extremely hard to hit while they are side strafing from left to right - this is not as intended. I have also watched with exasperation while groups of scouts with cloaks still run around a destroy groups of players with easy and lack of risk and can jump well above there own model head limit - this also is not intended.
The solution is simple for these glaring 'flaws' that need to be address in hotfix Ecco as an Scout and Cloak re-balance.
1, While someone is cloaked they can not attempted to attack in anyway shape or form unless they either de-activate the cloaking module manually or let the timer expire.
2, Scout suits should be fast for espionage behind enemy lines but they should not be able to go one-on-one with any suit without extreme penalty due to the nature of the role.Your a scout leave the line fighting to the heavier suits. A decrease in the strafing percentage is required to that of the assault suit is in order, this will stop scouts abusing the small hitbox they have and keyboard abuse to win fights and this also will encourage well placed ambush tactics.
3, I've now seen in all matches played that scouts are jumping all over the place which reminds me of Counter-Strike v1.b where every one was bunny hoping around. Really what the hell? Scouts should have their jumping percentage decreased to a reasonable level (max should be chest height - hard cap). Currently they can jump well above there own head height which is actually pretty stupid if you think about it, no amount of Kenetic Catalyzers should be able to make a merc 'fly/bunny hop' - no other suits can do it so why should the scout suit be exempt?
This is all I can think of for a balance pass towards the scout suit and taking away some of its combat capability and giving it back to the Assault suits.
Scouts should not be able to be so fast, jump so high, strafe like mad and be completely invisible to the average player. Think about it. Who wants to face off against squads full of scout bullet dodging Matrix Neo wannabes that hit harder, faster and move unseen like god damn Batman? Well batman's awesome so i can see the appeal...

Dust Mercs are the pinnacle of athletics with powered suits and drugs that are highly illegal for civilians enhancing their performance. Jordan could dunk from the foul line. A Dust merc in a light frame hopped up on red jar should be able to double that example of human athletic excellence, if not moreso.
Invisible to the average player? lol git gud scrub. Open your eyes. The only time a cloaked scout is truly hard to see is if he's running across snow. Any other time, if a cloaked scout moves in sight of the enemy, he dies. Hell, we get TKd by blueberry scrubs in FW who can't tell the difference between friend or foe.
Just a quick note friend I'm also a prototype caldari scout player who HAS done the abusive tactics as well as been on the receiving end of said tactics in all types of suits to see how bad it is.
Guess what. Scouts are unbalanced. So next time you try to think of me as someone 'crying' over this without understanding... well your in for a treat.
Also there is no justification for a scout to still be able to jump higher than its head. If other suits can't do it then the scout class shouldn't either.

Double penalties for stacking health on scouts. Double movement penalty, double depleted Regan delay. Baboon.
