If shield tanking a Scout were overly effective, we'd see Shield Regulated CalScouts allover the place. We don't. Reason being, shields aren't a problem. This is proposal would f*ck over perfectly innocent Minmatar Scouts, who are finally performing on par with the others.
Why nerf what isn't at issue?

Why nerf what isn't at issue? Because doubling a penalty to depleted regen on scouts doesn't take away much more time. Twice the penalty on a tiny number is still a tiny number.
