I really like the idea of a limited/restricted outfitting game mode, not just for the positive impact on the NPE it would provide but also for the additional variety in the challenge oit would create in learning to be successful without compulsory reliance on "better" gear.
A mode like this would still be challenging since, even though the gear is all militia and unbonused the mercs themselves would still have their individual dropsuit upgrade bonuses in effect, which would create distinctive strengths/weaknesses amongst the players regardless of gear, ie this mode would test MERCS not FITS. And do it in a way that would be much more palatable for newberries since their odds of being successful are greater and lessen/prepare them for the shock of the fullprotopubstompfag culture.

This I think is an interesting point. A mode like this could provide a unique data pool to draw conclusions from with regards to the greater balance/OP/UP condition questions. Should we really have ANY gear that isn't viable on its own and REQUIRES a specific fitting? I recognize the a suit can make a weapon shine (like my MinCommando w/the CR and MD) but without the suit how effective/balanced is the weapon itself? This mode could help answer that from actual live player data helping to further refine the buffing/nerfing process.

I would propose something different, make a new gamemode for everybody that has lesss then 10mil sp. These would be high sec battles and obviously much easier on the noobs. It would probably feel more like the beginning of this game (closed beta anybody) so that everybody can get used to the flow.
This gamemode would be available after academy, and until one hit's the skill cap (10mil might be too much on second thought).
After they graduated from high sec, they would be ready for the protobears (more or less).
If anything it's better guidance for newberries to be steered into skilling DSUpgrades tree/Cores first than skilling "shiny stuff". Truth is, as many newberries frustratingly learn, without substantial investment into DSUpgrades all that proto gear winds up being a waste when the suit can't be fitted or the tank is still short compared to ACTUAL protos.
And I don't think the idea is as an " only" option for newbs/vets, I think its supposed to be an additional gamemode option. Correct me if I'm wrong.

And besides, now that basically everything is available in a MIL variant, a MIL only mode would serve well as the long requested "test server/training mode".

Keeping people separated does nothing to enhance skill. I think we are dealing with a problem that can only fix itself. The more we tamper, the more segregate and the more we damage the game itself.
They have to learn sometime. The truth is, we got a bunch of kids playing now and if they haven't thought about joining a corporation, checking out the forums looking for the Immortal Guides, Dust uni, and really dissecting what they are doing wrong, they are never going to learn.
Creating a MLT server won't help them. I got my butt whooped in my first brawl. But its what I learned from that lost and the others that taught me how to fight.

I agree that no one can be or even deserves to be endlessly coddled however doesn't New Eden provide a certain amount of constant relative "safety" with its HighSec/LowSec layout? (bear in mind I do not EVE)
