Very confusing indeed. If you're looking to join FW then I'm guessing you want PvP skills. For now I recommend training up the fun skills. People will tell you to train your 'core' but as a newbie I got bored shitless training them.
So get skills like: Preferred Racial Frigate IV/V (get it to V) Most of FW combat is frigates, so this will be very important.
There are also a few weapon systems in EVE but once you choose the frigates you want, the weapon system should follow based on the ship hull bonuses. Get the weapon to about V (IV is enough to start off with), get related support skills to III/IV (if you need to know what the support skills are ask in help channels, something like: "what are the support skills for small hybrid turrets?" and I'm sure people should help out.
REALLY Important core skills that you must get eventually are: CPU Management V Power Grid Management V Weapon Upgrades IV/V Advanced Weapon Upgrades III/IV (requires Weapon Upgrades V)
Also for tank, you will want:
For armour: Hull Upgrades V Repair Systems III/IV
For shields: Shield Operation V Shield Management IV Tactical Shield Manipulation III/IV (DO NOT TRAIN TO V, IT IS USELESS)
And finally a list of boring skills to throw into the mix that are too important to ignore, but not important enough to bother unless you're really patient and long-term oriented, unlike me:
Navigation V Spaceship Command V Evasive Maneuvering IV/V Acceleration Control IV/V Fuel Conservation IV/V High Speed Maneuvering III/IV Afterburner III/IV Propulsion Jamming III Thermodynamics III(Fun for hardcore PvPers once you get the hang of it) Capacitor Management III/IV Capacitor Systems Operation III/IV Target Management IV Signature Analysis III Long Range Targeting III
May have missed some things but that's a good start at least until you get into EVEMon and start to develop your own skill plan. It took me 2-3 months to settle down and stop changing the plan though, so expect lots of jumping around depending on what you feel like. Don't fight it and force yourself to train super long skills. I made myself get a Cruiser skill to V in my second month, and that whole month was spent bored to death. Enjoy the early days!

Ah, the glorious active tank. Good for small gangs and solo PvP. In larger fleets you will start to see issues as it comes down to remote logi reps and pure buffer on the DPS ships or else you'll just get volleyed.
For active tanking armour you'll want those capacitor skills, and very strong tanking skills.
In addition to what I've listed for armour, you'll want EM/Thermic/Kinetic/Explosive Armor Compensation to improve resist plating you put on your ships (therefore making your reps more effective), and for shields you'll want to add Shield Compensation IV as shield boosters eat through capacitor.
As for market warfare, going into FW will give you a bit of LP to play around with. Basically, you use LP to purchase goods under market price and simply sell them without even blinking an eye or worrying about whether you make profit, and you'll make profit. That can sustain you until you want to delve further into what is popularly termed "market PvP".
Anyway, look for a good FW corporation and join it. And participate in the community! I ain't as much of a forum warrior on the Eve-O forums as I am here but that's because in-game I have 15-20 channels stacked up in my chat boxes. At least 2 are active at any one time. I've joined 5-6 mailing lists. I read announcements and EVE news sites, blogs, **** like that. Obviously if you aren't as partial to words as I am you don't have to do all that, but make a few friends who do and stick with them so you know what the hell is going on because there's always opportunities.
