How many scan precision mods would an assault suit need to equip to see a scout with 18 profile?

The scout with the most precision bonus is the Amarr, which gets 18 Db.
Not even other scouts can get as low as 18, so an assault has no chance.
I don't know what the proto focused scanner has as an innate precision level, but that is probably your best option as a non scout.

Based on this spreadsheet, on the "Maths for Cross Atu" tab found on the first page of the Barbershop the best an assault can get with 5 damps is 24 Db.
With that, you can catch a lot of undampened or lightly dampened scouts, but the dampened ones will beat your passive scans.
That is a significant sacrifice for you to make without getting down to the 20 Db of the focused active scanner.
If you are running assault, it is up to you whether or not the always on passives of the 24 Db are worth the sacrifice, or if getting that extra 4 Db decrease with limitations would be a better option.
Also of note, remember that squadding with a scout gets you their shared passives scans without any sacrifice on your part.
You have several options, though none will get you the 18 Db you are looking for.

Thanks I am using a active scanner I just wanted to be able to compare. It still blows my mind that the item to detect people doesn't have better scanning then a scout.

For them to have any sort of role, they need to be able to become unscannable, with significant sacrifice.
Prior to Charlie, when Amarr and Minmatar scouts could be scanned by Cal scouts, they were practically unplayable. Gallente were the only ones who could beat them, and could still tank while doing so, which is why they were the most common scout around.
Heavies that had Cal scouts in squad would know exactly where Amarr/Minmatar were without having to sacrifice anything, and without having the weakness of blindness.
With the scanner, you should be able to catch any of the scouts that have lots of tank.
With your eyes, and often checking your flanks and back, you should catch many of the others. I am hesitant to take on a lone merc when they are constantly turning and looking because I know if I am seen I am dead. Sometimes in the open it is enough to call off my pursuit.
You can counter your weakness by having enough HP to survive most shotgun blasts, and fit recharges to recover. You can also continue to move at all times so NKers like me have a moving target, which makes it much more difficult. I couldn't tell you how many assaults have no idea how close they came to death but kept moving and made it out alive.
Also, if you add some damage mods to your highs, you will maximize the damage you can do to the stealthy, low HP scouts. If I am running and cloaked, people can kill me while still being inaccurate simply because their weapon does enough damage to not need the accuracy.
