I'd pay for Legion, I have paid for Legion, I bought a bunch of AUR back when Dust still looked to have the potential that Legion is apparently going to get.
However, having stated that, I would pay a subscription for Legion if I could pay with in-game cash similar to Eve.

Well, they would really have to show us more stuff than the vapor ware we have now. Well "Open World" would be kind of hard to do with multipul planets I agree. But I think there are solutions to allow "Open enough" to work really well. Until they put out alittle more information though what is the point of discussing it. They need to do it like Eve where each system is a shared instance. However, with Legion, each District should be a shared instance.
