The only exception to this rule are Caldari heavies. The main problem is their lack of PG, while boasting more than sufficient amounts of CPU. I'll give two examples:
1. Adv. Cal. Sentinel: High: 3x Enh. Shield extender Low: 1x Enh. Armor plate Weapons: MH-82 HMG, SR-25 bolt pistol, M1 locus CPU: 214/302 PG: 43/43
Here, we have adv. Cal. sentinel fitting every slot with advanced gear. As you can see, it's PG is exhausted, while still having 88 CPU left. The only reasonable objection one could have to this fit is my choice of SR-25 BP, since it uses 10 PG and could be replaced by something less PG consuming. However even if you do that, you can at best replace one of your adv. gear with proto. But even then you'll still end up with massive amount of unused CPU.
2. Adv. Cal. Commando: High: 1x Com. light damage mod, 1x Enh. Shield extender Low: 1x Enh. Armor plate Weapons: SB-39 rail rifle, C-15A sniper rifle Equipment: Compact nano CPU: 201/286 PG: 47/47
Again, PG exhausted, 85 CPU left. This fit actually has one complex item (damage mod), but also has one basic item (compact nano, which uses only 2 PG). The choice of weapons may be questioned, however, I chose the only two types of weapons that Cal. commando's bonus actually applies to. If you have trouble fitting same-tier weapons the dropsuit is supposed to use by design, something is wrong here.
The only reason I can assume for such CPU/PG allotment is that CCP (Rattati?) tried to "enforce" the use of shield rechargers/energizers on Caldari heavies. They use massive amounts of CPU and no PG at all, so by using them you could probably get a fit that is much closer to using most of it's CPU and PG at the same time.
If this is the case, then I can only say that this is not the best way to get people to use certain types of gear. If an item has less perceived value by the community than the developer thinks it should have, then such methods aren't going to make the item any better. On the topic of shield rechargers/energizers, I can only say that although they're not useless, they will always be an inferior choice to extenders simply because (unlike extenders) one has to survive an engagement in order to have any use of them, and that is usually the trickiest part.
So, to conclude, I think Caldari heavies should receive a 10% buff to their PG. To compensate, they should receive a 10% nerf to their CPU. Since Rattati already mentioned that he plans to further cut the CPU cost of rechargers/energizers, while possibly giving them a slight PG cost, this change wouldn't seriously hinder anyone who plans to use those modules, while at the same time allowing other fitting options. I see a slight problem,you're armor tanking a shield based suit. Swap the plate for a reactive. Rep,and armor with less penalty. Less cost too.
