No amount of content is going to change it from what it is.

Really any big game like COD could have done that already . There's really no incentive for them to do that since it is the biggest game this year so far. Although that's sold in looks like Activision/Bungie made it's money back in 24 hours. I doubt they need to go free to play.
If it makes money then there's every incentive.

When the sales drop is when it will go f2p most likely.
This will boost player numbers and they will probably sell dlc and vanity items etc.
Theres different models, there is no set way of doing it and ultimately, it's all done to make money whatever they do.
Companies are not interested in simply making their money back, its all about profit.
