As for right now HAV's are relatively useless in every game mode besides taking out HAV's and ADS's.
However HAV Gëñ LAV GëñAV GëñADS, and it will stay this way until things are changed.
Down below I have the Pro's and Con's of each separate role
Pro's of an ADS: They have far more mobility They have far more speed Area denial Heavy suppression AV Insane DPS when all skills maxed out Proficiency actually works with their main turret More skills to help with the operation of the ADS Can cover the entire map Can Roadkill infantry quite easily
Con's of an ADS: Buildings RDV's FG's Expensive
Pro's of a HAV: Looks scary Can cover hack panels easily
Con's of a HAV: Lack of mobility Can't outrun or dodge AV No bonus for skilling into operation Large turret proficiency does not work Proximity RE's= insta-pop Can only cover a small portion of the map It's most powerful turret is not stronger than a FG of the same level Large Blaster turrets require more luck than they do skill Can't roadkill infantry easily unless Fuel Injectors are being used Lack of gravity which leads to countless flips You can die by rolling through a hilly area if you go slowly JLAV's mCRU's spawn unit inside the tank if you do not have seats, which means you TK a lot of people if in FW or PC's Expensive
Pro's of Lav's: Can roadkill easily Fit in tight spaces Can dodge AV extremely easy JLAV's Can assault infantry from afar Hard to kill Can drive over proxies with out dying
Con's of Lav's Driving into tanks
Pro's of using AV: Can rip most vehicles apart Can be used as an anti personnel weapon (PLC and FG) Cost effective Can sit on top of building and rain **** on infantry and vehicles Hard to kill from a distance Hard to spot from a distance Get's a lot of bonuses when skilling into any form of AV (ex: Lock time, and charge time)
Con's of using AV: Other infantry Low mobility
Now which one is the best out of this list?
Well from the statements above I'd have to say it's a tie between AV and ADS's while Hav's are dead last.
Who which one needs a little love?
Well I'd have to say the HAV and maybe Lav's a bit.
How I believe the HAV's could be fixed:
Add in a bonus to skilling into HAV operations giving them a bonus to large turret damage Add in a Skill for both Caldari and Galente HAV's giving them a reduction to the CPU/PG usage of their respective turrets Fix Large turret proficiency Fix mCRU's so that ground units spawn around a tank rather than inside it when there are no seats in the HAV Bring back the Enforcers/Marauders Give the HAV realistic gravity as well as fix it's ability to roadkill infantry
How I believe the LAV's could be fixed:
Add in a bonus to skilling into LAV operation, this skill giving them a bonus of 1% small turret damge Add in a Skill for both Caldari and Galente LAV's giving them a bonus to RoF for their respective turrets
How I believe the AV could be fixed:
Reduce the DPS of the FG Increase the charge and lock time of all AV but only by .5-1 sec Increase range of Swarms to 200 Meters as well as reduce FG range to 200 Meters
How I believe the ADS's could be fixed:
Remove skill stacking Reduce collision damage Fix RDV's Make it so they cannot outrun swarms
These are my idea's and if you've read this far thank you and if you don't mind giving me some constructive feedback, or make changes to my proposals.
I Like Tanks, Nova Knives and MagSec SMG's.

Isn't that a bit redundant since you can already skill into the Fitting Optimization skill though I suppose it mirrors the assault a little in that aspect.
FG range is fine IMO though the Large rail could use a slight range increase on top of a very minimal heat build up decrease (at least enough to get a 5th shot off putting it in between the heat build of now and before)

I only added that skill in b/c the overall consensus from what I've seen so far is that HAV's should have small turrets and that would allow them to use small turrets w/ out killing the tankiness of the fit. Or I suppose that it could be changed to give Hav's a bonus to Ammo capacity/RoF to mirror that of the ADS skills
While I agree some extra large rail range would be fantastic, I'd much rather see the Swarms, and FG to be a more equal choice in terms of the situation, it would also keep a majority of FG's on super tall towers locking down OBJ's with an AV weapon.
