This is the most balance I've seen in a while from this game but there's no reason to stop now.
This thread will be about the ways we can bring Logistics suits up to par and because I know we all hate long, bombastic, pompous speech I'll keep this post short, simple and to the point. Like any Red Blooded Gallente would.
Slot Layout Adjustment:
Logistics need to have the same slot layouts though each tier as their Assault Counterpart. Logistics suits currently have an odd slot layout that makes most Standard Logistics useless and disproportionate to higher progression.

Equipment and Modules:
Besides the fact that Codebreakers need to be in highslots there's no reason they should take up the amount of PG that they do, they shouldn't take PG in the first place just like the Precision Modules, it just doesn't make sense and deters fitting modules of the like and just using it for more HP. Especially when a complex codebreaker cost more resources than some of your Complex Armor repairs and plates. It's just bad design.
Active Scanners:
There needs to be more variants of active scanners. Some of them offer trivial bonuses to them from the basic variant so I propose Active Scanners come in three base types: One that scans a long range but short scan angle one that has a wide angle but short range and one that's in between.
With all the variants that would be within each one of course.
There also needs to be more WP earned from having a squadmate kill a target you've scanned.
Overall Logistics Bonus to all Equipment respectively:
There needs to be more incentive to use equipment on Logistics suits on not be stuck with just one bonus. That's bland and does not separate you from the other classes that could easily do the same.
I recommend a bonus for all equipment when using Logistics. Not the same exact bonus but it would be based off the races relation with said equipment.
Example A: Caldari would get a bonus to repair tool range whilst Gallente get a Bonus to Repair tool amount. Meanwhile Amarr still gets a bonus to the repair tool but due to the nature of the repair tool, it's going to have the least effective bonus to the Repair tool going towards repair rate. Of course Minmatar gets the best bonus to the Repair tool for obvious reasons.
Example B: Amarr gets a bonus to Nanohive Nanite amount and repair Rate per level whilst Minmatar get a bonus to Ammo Resupply Rate and Nanite Amount per level. The gallente would get a small bonus to Repair amount per level and that's it and of course the Caldari would get the best bonus to the Nanohive overall.
I could go more into detail with which suit should get which bonus but that's a conversation for a different day...if this even happens at all so I will be moving on. I Hope that was easy to understand. _____________________

+1 for use of satire in the the thread title.
The way you split the difference between Single-EQ-Bonuses and Global-EQ-Bonuses is very interesting. It might get tricky on some Equipment that doesn't have four easy attributes to divvy up.
Uplinks for example would have to stretch for a fourth bonus. After respawn delay, amount, extra carried, the only option left is the number deployed or additional fitting bonuses. Maybe some of the bonuses would need to be tiered like +1 at Logi skill level 1, +2 at Logi skill level 3, +3 at Logi skill level 5.
The obvious risk of course is do we want to risk creating more Equipment spam?

Concerning the bonuses.
Just make the racial bonus cover every aspect of x equipment while others gain 1 aspect bonus of x equipment.
So for the repair tool for example, everyone would get some bonus for it but the min would get all bonuses in one. This way, everyone is effective with it but the king will be minmatar and this will keep the 'unique' feel about persons choices in what suit they pick, while still excelling at logi in general where bonuses are concerned.
Or say, Minmatar bonus for the drop uplinks is +x% for how many can spawn on it, caldari is +x% for how quick it is and gallente could be +x% drop uplink hp per level but the Amarr gets +x% for all these bonuses bonus.
Im high so i hope that makes sense lol.

So yeah, they all excel at equipment but the racial choice will give bonus to every aspect of x equipment per level.

I approve this message.
I'll also leave this here, my original proposal, which I admit may be a little homogenizing. I do like the single aspect bonus idea.
I'll also drop this in here for the hell of it, Titus stryker had some interesting ideas for the Caldari and Amarr bonuses... which are probably impossible until legion (aka neverGäó). They also have the secondary benefit of potentially reducing spam to an extent.

Im high so i hope that makes sense lol. Perfectly clear. A Global-EQ-Bonus every Logistics gets was on of the ealy suggestions when the revamped suits came out. It was followed by a global bonus and a targeted bonus suggestion like yours above.
The Devs either didn't have the time & resources for a change or they really like locking Logistics to one piece of Equipment. Since I have a Sever BPO the current layout of Logistic bonuses suits me fine. Yes the pun was intentional.

+1. I'm glad Logi's are getting some love. I never understood why they had to have both low HP and Low speed.

However a logi's main threat is scouts so if you increased their base precision it would help a lot and also increase their base movement speed that way it would be easier from them to move with their squad from point to point while operating a rep tool.
and for those that rag on amarr logi, i have news for you it doesn't suck those spawn in time reductions can make a huge diffrence when trying to flip a point and if you fit with a great support weapon like a md you can flush them out of the point forcing them to abandon cover and the others in your squad can finish them off

I would first like to see a change to the rep tool, similar to what Atiim has suggested. With this, a slight buff to logis survivability would then be in order (hp for amarr and Caldari, regen for gal and min). I really do think that their speed should remain where it is though.
What happened to the repair tool glow?

Bonuses are really poor at present.
The latter half of the Amarr bonus is hardly used in most cases, (even mid range links provide 15 spawns per link, and are more likely to be destroyed by hostile action than consumed by use)
The Cal hive bonus has similar issues (see my logistics thread for the details)
Gal Active Scanner bonus / the Active Scanner itself are not in the best spot but upping the magnitude weakens the scouts role and so it is problematic to polish them.
Min rep tool the the most solid bonus but even there the buff reduces cycles needed to fully rep someone which reduces potential earnings and the cooldown cap is still in place so even scaled earnings aside you simply hit the point where you are not being rewarded for your actions even faster.
I may be biased, I was opposed to these buffs even before they were added to the game and I haven't found them to be better than I expected since then... honestly I have found them to be worse than I expected, for example the Amarr and Caldari bonuses applying only while the merc is alive and in that suit so you lose them when the logi dies.
Then there's the impact of scout mobility being more meaningful to the racially bonused equipment than the logistics skill buff. Not fair to near the scout role due to that single aspect, but still overshadows the usefulness of logistics frames on the field.
Anyway, this is all gone into in more depth in the main thread.

well put cross,
I use my a. logi for rooftop linkage and i rarely abandon them unless forced by an ads (use overhead to check them when ads occurs), using my scr or md to provide support, i also pack a flaylock to quickly dispose of enemy links upon arrival. so yes the amarr bonus is very circumstantial but a powerful asset if used correctly.
Due to the scanner nerf of 1.8 combined with the rise of scout 514 they are pretty useless unless scanning for a general idea of where to drop ob, shared passive removal and increased scan duration would remedy this some.
The caldari bonus is very circumstantial mostly for domination squad play but as the amarr it can make huge diffrence especially regarding triage hives, if hives could be recollected it would allow the c.logi to be more objective based rather than one point fortification.
