This is temporary solution do to lack of content (we have only one role in light suits tree, two for medium & heavy) & i believe it's possible implement by hotfix (Delta).
In current state we can tie sniper rifles to light dropsuit skills (in possible future racial sniper rifles to racial marksman role suits, instead of pilot suits), without creating another role suits exclusively for sniper rifles. Increase cpu\pg fitting requirents for sniper rifles by 2-3 times, with respective skill reduction by 10-15% for sniper rifle on light dropsuits skills.
Let's take stealth bomber (from eve online) as example of marksman role. Note that for ships both skills bonuses & role bonuses tied to SHIPS (not to skills like in Dust) & affected by lvl of skills, this is very important. Skill tree works same as in eve, you need to train required skills to certain level to unlock more advanced skills & stuff. More advanced ships has additional bonuses that affected by several skill. Different role ships have different bonuses per lvl from same Frigate Skill.

Gallente Frigate Skill Bonus: 10% bonus to torpedo explosion velocity and flight time 20% bonus to torpedo velocity
Covert Ops Skill Bonus: 5% bonus to bomb thermal damage 15% bonus to torpedo thermal damage
Role Bonus: -99.65% reduction in Torpedo Launcher powergrid needs -99.5% reduction in Cloak CPU Use -100% targeting delay after decloaking
Example for Light, Scout Dropsuts: Scout ck.0 Dropsuit Command lvl 2 Caldari light Dropsut lvl 3 Caldari Scout Dropsuts lvl 1
Caldari Light Dropsuit Skill Bonus: +10-15% bonus to PG/CPU cost of sniper rifle lvl
Caldari Scout Dropsuit Skill Bonus: +10% bonus to dropsuit scan radius, 3% to scan profile per lvl
Role Bonus: +15% bonus to PG/CPU cost of cloak per level
(Role Bonus for Marksman: x% to sniper rifle dmg, x% to headshot dmg multiplier)
Same way we can benefit & encourage to invest into other basic suit skills.
AND now we have reason to train light dropsuts skill beyond lvl 3, as well it gives niche/role for snipers with respective risk. Heavy & Medium redline campers will suffer in PG/CPU if they wish to snipe and can't stack shield & armor modules, now they risking too, they can be counter-sniped (KILLED).
Additional changes that i would like to see & i believe alot of ppl: 1 - to completly remove visual/screen highlighting/scanning via swiping, for all weapons. Unless you directly targeting enemy with crosshair. That will inspire to actualy search & hunt your potential victims. 2 - change Thale's TAR-07 PG/CPU to match proto sniper rifles. Should be fair due to already HUGE difference in damage from proto SR.
Also i hope buff for dmg & headshot multiplier and range nerf will be accepteble & reasonable. Can we see those numbers before hotfix strikes?
