Ahh the old "i got killed by this so it should be removed from the game" argument
None of these are ever any good and for good reason
Shotgun scouts work fine without the cloak, whats next, you want it to be an invalid fitting if a scout fits a shotgun at all?

If you're a main scout then your unjustified post about shotguns is even more unjustified, lol
It initially looked like you were crying that you were killed by cloaky shotgunners, now it just looks like you have terrible ideas
Why should we stop at shotguns? lets make it so you cant fit knives with cloaks
or scrambler rifles, pistols, myofibrils, combat rifles, mass drivers, etc etc etc

because it kinda is, i know its easy to get angry at people who tell you that your idea isn't good, but it really isn't good
