Wow... This is one topic where I get to be on BOTH sides of the debate.
I agree with Tax Bastard's pov (LOL, Taxi--your name, yuck). It's easy to conceive an image in your mind that the gun-installations are the first combat pieces to get a foothold on the combat area (maybe they are entrenched in their place as defensive pieces during the early construction ofthe facility---maybe they're the first pieces 'dropped' in by the warbarge before the first merc plants foot on dirt--etc).
Taxi's right that an "installation" SHOULD be more difficult to kill than a mobile adversary. That includes my dropship being its adversary too. I expect to be fired upon by whatever AI (weak or annoying strong) it might have, and I expect the installation to be a tough nut to crack that's standing in my path. That's its job. Hotfix Charlie represents (to me), the installation going back to doing its job.
The Improvised LAV (I prefer I-LAV over any real-world cultural war reference) was always a gimmick that I considered clever and in keeping with the EVE-Dust player rsourcefulness---I don't think it NEEDS to be "fixed".
From the POV of a "gunner", I have watched (and used) the new "Charlie" installations, and with the exception of the installations in the redzone, I've seen the installation AI give vehicles a healthy amount of free passes and missed opportunities too. I think, "What are you just SITTING there for---the HAV is RIGHT THERE at the end of your nose!!" And I've tried a few times to man (ugh...I'm a girl) an installation to kill vehicles: unless you get way overconfident with loitering your vehicle in one place, your have a good chance of evading destruction from the installations, even when I'M operating one.
I would point out that, by the time an enemy vehicle gets WITHIN the range that the installation is programmed to open fire on it,... the enemy vehicle is now too near for the roatation speed of the installatiion to track the vehicle and shoot at it.
....But, I wouldn't be helping your arguement much, if I brought that up.
