Stop trying to balance based on Pubs. You dont see ScR users go 20 kills + with low deaths in PCs. If youre trying to balance the ScR based on how it performs in Pubs against numbskulls you will kill the gun competitively.
Sigh I need to make a post about this but am lacking the will power to.. Might be the last straw for me depending on what CCP decides to do

I have used this weapon nearly exclusively ever since it was introduced, everything about the weapon is muscle memory now, every engagement is about heat management and I have trained myself to be able to push the limits and engage multiple contacts at once or in quick succession.
The weapon outperforms in Pubs I will admit that, its because Pubs are filled with Milita suits, STD suits, dumb shield tankers and even dumber srmor tankers making it a very bad place to judge balance. I still think the CR is a better weapon for me to fit especially on scouts and other medium frames, its less resource intensive (I skilled into ScR fitting OP 5 and SMG fitting OP to make proper assault builds) better damage profile and overall more reliable and less mechanic management involved to use.
If CCP is not careful with how they handle this overpopularity of ScRs and Amarr Assaults in Pubs it will ruin the weapon in the competitive environment. Please try to wrap your head around this.
This is coming from a ScR user who plays more PCs than pubs.

ScR is best for open environments in PC and picking off targets at high ground with massive burst damage.
My hipfire allows me the ability to react to scouts that sneak up on me (to easily finish them off with an SMG having stripped their shields with a well placed, short range, charge volley as well as taking out shields and a bit of armor from heavies before engaging in, an often futile, SMG strafe battle.
It does not see the same effective use as it does in PC. The ScR + Amarr Assault combo is the ultimate 1v1 weapons system, if you are good with your target acquisition, retention and strafing you will never lose a 1v1 while using an Amarr Assault (sans very good heavies) in Pubs where you can literally destroy countless numbers of MLT and STD suits in a matter of seconds, keep in mind that the ultimate counter to the Amarr Assault is being rushed as often times mostly they are unable to manage their heat well enough to engage multiple foes.
Imagine PC where at any given time when 1 person is firing at you more than likely 2 others are around the corner, more often than not you are being engaged by multiple opponents both vehicle and infantry. Most people don't understand the intricacy of managing heat in an environment such as PC compared to a very casual Pub environment.
CCP this is your fault, you have created an exclusive community in terms of the competitive side of Dust and thus you have to deal with people who have played nothing but pubs and have not experienced a proper planetary conquest battle, creating the vicious cycle of nerf/buff we have right now.
It's not too late to fix it
