Take away the abiilty for scouts do stack armor! Simple. You've just fixed the scout problem.
I mean seriously, where the hell do they put all that armor on that track suit? I'll wait......
It's simply not logical?! Now shields they can have, but the plates are ******** on the scouts?! They are supposed to be saboteurs and assassins not assault?! They have powerful weapons that go boom, bang, and slice things to ribbons! They don't need to be the frontline immovable object AND the unstoppable force do they?
Speed, invisibility, and versatility are there weapons! Leave the door kicking to the heavies and assaults. Let's get back to scouting objectives cloaked and damped up, seeing what your other roles can't, and clean assassination vids on youtube eh? You're whole "Tanked scout trip" has assaults on the forums asking for more precision and range, heavies wanting double the armor, and it caused the return of the logi-train smh?! (I was hoping i'd never see that simpleton tactic again) The assault buff was actually fair! It didn't make them completely unstoppable did it? It balanced a severely unused dropsuit class. Scouts will still be terrors, but seeing scouts take on two commandos, no cloak no mercy, is ridiculous?!
I implore you, great scouts of dust past, who know what it's like to be paranoid. Those of you who know what scouting truly is, and understand it's true art form. Please comment! Bless us with your skill, and wisdom!

Why take away variety? Sure, having cloaked brick tanked scouts is annoying. I've run into a few, the popular fit seeming to be a GK.0 with two complex plates and two complex reppers, or perhaps a dampener and a repper? (Around 500 armor) and generally two complex shield extenders, but I still spot just as many scouts with very low armor and shielding, and I know those are the ones still running their suits like scouts. But even for those who don't... it's their choice. I like to run a complex reactive plate on some of my fits, and I've even got a basic min scout (cheap fit for lolz) with an enhanced armor plate on it. I don't brick my suits, but I like having enough HP that if there's a sniper in the enemy redline, I can take a hit (Not a headshot, obviously) and not fall over, and a little extra makes it possible to react to unseen threats.
I've tried it both ways, bricking and complete balls to the one Ewar, and I enjoy a mix of both. Taking that option away from everyone because a few people are brick tanking their suits is silly. It'd be like giving CRU's the ability to instakill any enemy around them if they sat there too long because of spawn campers... Actually, that sounds kind of amusing...
And on a final note, this would severely limit the Amarr and Gallente scouts, while giving the Caldari free reign over the other suits, with the Minmatar following up right behind them.
Scouts might be able to tank, but assaults can now tank better and outperform scouts in engagements. Also, if two commandos lose to a single scout, short of an RE falling between them from the sky, they need to get good.
Nova Knives are best sidearm.

For me, it's the shield recharge and delay that make them better assaults. They should be swapped, as it would make more sense for the assault to bounce back faster than a scout.
With their current stats, they can keep up the assaulting better than the slow regen assaults.
Swapping the regen and delay stats would fix both roles.

Can Heavies carry equipment? It should be there choice though right? Why do logis have sidearms? Pro choice though right? It was removed from the amarr logi for a reason. Balance is the goal here. With the scouts speed, regen, and the abundance of weapons makes them too much for anyone to handle?!
What would you suggest as a fix?

I would just like to state while I believe armor is a big concern on scouts. I also don't think the Caldari needs 500 hp/s regen. in fact I think they should be moved down to 40 like the minmatar.
First stop posting I am tired of this logic and having to click the like button. Second I don't think the issue you are seeing is only one of armor. Let me explain. Part of the problem is the total HPs a scout can comfortable fit. The other is the DPS they can acquire. Both of these problems are fix with a little bit of PG balancing. Now the scout is suppose to be sneaky and assassins with that we associate them with knives, shotguns, and sniper rifles mostly.
The scout suit has a natural affinity for getting the first shot in combat. This is due to their excellence in Ewar. While this benefit is great and allows them to use knives and shotguns or any situational weapon better then other suits. It can become a great imbalance when they are using the same weapon as the assault player. If the scout is using a CR his hp deficit is far less concerning due to range and DPS not only that but an assault or logi could never fit enough Ewar to find them at that range. So the scout brick tanks carries the same weapon and once that first 100 hit points of damage is done the assault and scout are on a level field concerning HP. But the scout now has more movement better Ewar and faster regen.
To remedy this we need to make all situational weapons(NK,MD,laser rifle,SR,shotgun,etc) cost less CPU/PG then the rifles. These weapon force you to give up versatility, DPS(with an increase to alpha DMG) and they take away from your fitting potential all to be useful sometimes. We could also lower the PG cost of Kin Cats and code breakers. Once we do this scout in general could lose some PG making it tougher to fit HP and rifles. Then if a scout wants to fit HP or a general Rifle they must give up something unlike they do now.
currently I am more afraid of a scout with a rifle then any shotgun scout. |

theres 2 levels for tanks. 60mm and 120 (ideally thered be 90 for medium vehicles.
same needs to be done for drop suits. this is how it works in eve on an altered scale. give light suits light armor plates. medium suits medium armor, and heavy suits get heavy armor plates.
using the medium as a base 86-110-135 (unless this has been changed because im out of the loop, let me know) i said this before but because of balancing changes and hp changes itd need to be tweaked.
light: basic 70 - advanced 92 - complex 114 medium: basic 86 - advanced 110 - complex 135 heavy: basic 98 - advanced 124 - complex 150
my old values were as follows but that would be to drastic now. _50-74-98 ____86-^-110-135 __________122-^-146-17 the best light plate falls between the basic and advanced medium and the best medium would fall between the basic and advanced heavy at least that was the idea, now its not as applicable and i moved them closer together but the values can be changed however you want. pg and cpu requirements would be adjusted accordingly.
light suits would be less effective hp tanks compared to their larger counterparts. light suits are the frigates of dust and need to be balanced accordingly

Personally, I think the speed penalty should be substantially higher on scout suits. Why should a light exoskeleton frame built for speed/maneuverability be able to support the same mass of armor as a heavy frame (which is designed to do so) without a larger decrement to performance? Would you tow a u-haul or something with a motorcycle? No, that's just silly.
The physics alone make no sense, much less the obvious effect on gameplay balance we are seeing.

Should the Armour Plate movement penalty be greater for Light Frame suits? I mean, Light Frame suits obviously where not designed to carry that much weight.

"Assault Lite" appears have declined substantially since Charlie. Should it make a comeback, I'd support solutions such efficacy-based racial bonuses and/or scout-specific movement penalties to plates. That said, the assault suit improvements appear to have solved the problem for us.
Why tank out a Scout when you'd be better off running Assault?
Shoot scout with yes.
