Had some good matches before that too. I went 17/3? i think. Then went 3/7 but with 1485ish WPs, primarily hacking and uplinks. I am very happy right now. The Green Bottles can be useful at times, same with the red, but given the insane fitting requirements I've completely eliminated them from all but two of my scout fittings and gone with Dampeners which have proven to be far more useful and without the crippling fitting. Fit those C-Damps though, just one of them will allow you to pretty much roam freely in pub matches even without the cloak bonus... Putting two of them on makes you a ninja from hell too, though rarely needed ;) "You see those red dots over there? Go and shoot them until you see a +50 on the screen" - Arkena Wyrnspire

Then go for hack mods(personally I would suggest Myofibs, just for the lulz. So much fun)

Agreed, I generally run 1 damp. Unless I'm being hunted by other scouts that is. & I absolutely never use plates on my Min scout. Trying to compensate for a weakness, will not yield better results than accentuating a strength.

But I will still have a fitting with a kin cat and a cardiac. What you do is make multiple fittings. Let's say one suit has a kin cat, 2 damps, and a range amp. This is your CQC city map suit. Or let's say you want to scan for your squad. Dump the kin cats entirely and go for range. There's ALWAYS a way to use kin cats.
