Most AV'ers will tell you tjis is the most broken mechanic left in the game. Tankers with HMG's jumping out and back on to the tank instantaneously, pilots escaping every death with a simple push of a button. Anyone who looks at it objectively will see that it gives two lives to one person and is unfair. Rattati has said adding exit animation can't be done, so what action can be added or change made to fix this? Could we just add a timer from the time they exit until they can fire a weapon, like cloaks (should) have? Is there a way to use the equipment dial to function as the exit animation? Any ideas?

I guess you shouldn't. You make a false analogy. A player in a dropsuit only has their dropsuit, a player in a vehicle has all the advantages that vehicle conveys, more speed, unlimited stamina, high HP, high damage, immunity (or near immunity) from small arms, etc. These advantages come with some disadvantages which balance the advantages, being able to jump in and out allows the pilot to have the advantages of the vehicle with none of the disadvantages. They also get essentially two lives for the price of one. This is inherently unfair.
