The Mass Driver is an amazing weapon, but unless you're making use of the scout primarily for its high stamina and stamina recharge (for jumping all over the place), you'll probably end up killing yourself quite a bit.
In no way will this be a competitive fitting as you will have a very hard time against well tanked sentinels (aside from caldari that is). It might work well against a whole bunch of red dots, but go up against any decent player and they will laugh at your attempts. You will waste a lot of ammo, and reloading will just drop your DPS even more.
The best fitting for a mass driver?

Using the scrambler to chew away their shields and take a chunk out of their armor, you then only have 1-3 shots from the mass driver for a kill.
Scrambler allows you to still take on enemies at range, while the Mass Driver can pick off annoying scouts that try and sneak up on you. You also have plenty of recovery for the amount of HP that you have, just be careful not to let your HP drop too low before engaging or you end up risking your life if you need to use the MD in CQC.
