You're probably all wondering what I mean by the "Blue Doughnut".
In Eve Online every system is under 1 of 3 security levels. High-sec, Low-sec, and Null-sec. You already know what each of them are about. High-sec is carebearland, Low-sec is like living in the hood, and Null-sec is like living among the most powerful mafias. Null-sec in particular is what the infamous "Blue Doughnut" is referencing.
The current situation going on right now in Eve Online is that the vast majority of the power blocs residing in Null-sec space are operating what many will call an "oligopoly" which is basically a team-based version of a monopoly where multiple opposing alliances (frienemies so to speak) agree not to get into each other's turfs while securing their own in Null-sec space. This has resulted in many of the power blocs settling down and not getting into as many epic fights as they use to because they can now make more ISK ratting and mining in their own home rather than going out into someone else's turf. An occasional fight happens here and there along the borders but nothing major happens unless one side screws up big time like missing out on a sovereignty bill which is what ignited the battle of B-R5R6. This in turn created what many players in Eve call the "blue doughnut".
Right now, looking at the Eve forums, there doesn't appear to be a clear consensus as to how this should be addressed and CCP has yet to address this problem. New content is great and all, but ignoring the blue doughnut will not make the problem go away.
However, it seemed we managed to get a glimpse into what can actually fix the problem. When Dust 514 first came out, many players looked at Dust and said "oh ****, we have all this muscle in space but nothing to protect the planets from group troops" or "oh ****, they might one day board my precious titan or worse still, our player-built stations (outposts) and wreak havoc from within".
That kind of fear revealed a possible solution to the Blue Doughnut to everyone who saw the potential. Now that Project Legion is likely to do that, here comes the big question to everyone here: how do you think Legion can impact Null-sec in a way that can wreak havoc with the Blue Doughnut? Can Legion finally create a situation where it is no longer possible to just continue milking Null-sec like how Dust corps milked PC districts in the past?

the big problem to this idea is the EvE players themselves they throw a **** fit any anything that threatens there profit margin and CCP wont do anything to upset these players.
until CCP grows a pair of balls to take on the EvE master race nothing much is really going to happen on this front

Don't be so sure about that. This is New Eden we're talking about. Just as there are many players who fear this kind of threat to the blue doughnut, there are also many players who are willing to **** on everyone's cheerios and that includes taking a big bite at the doughnut. If players are willing to organize something like Hulkageddon like we did in the past or burn Jita like we did in 2012, then there are many players in Eve ready to start wreaking havoc on null-sec if Legion becomes the tool we need to break up the blue doughnut.
To at least start this discussion, it's pretty obvious to me that the starting place will be key planets in Null-sec. And by "key planets" I mean planets that are critical to providing fuel for control towers since part of the fuel for the towers strictly comes from planets while the rest come from ice mining. Planets whose moons are rich in Technetium (a critical resource in Tech 2 manufacturing) can also be targets as well.
If Planetary Interaction colonies can be attacked via Legion one day, this can definitely create problems for the logistics needed in operating any control tower which is something I look forward to doing one day.
Of course, it's a given that control tower owners have the alternative of purchasing their fuel from the secondary market, but that would potentially mean even smaller margins for them especially if the price of the fuel increases suddenly. Keep in mind that maintaining a control tower is expensive already because of the fuel needed to operate anything on the tower and defend it. Every margin will be critical.
Being able to impact control towers that harvest Technetium through other means (like boarding them maybe or affecting their yield via planetary control) will put a strain in their Tech 2 manufacturing processes. Many of the "Fleet Doctrine" fits that major alliances rely on for maintaining a powerful blob fleet are dependent on Tech 2 modules and ammo which obviously require Technetium. Disrupt their Technetium control towers, you disrupt their fleet doctrines or at least their footprint on the secondary market. Technetium is only available in Null-sec if I recall correctly.
The final blow to their blue doughnut is something I will definitely enjoy the most: Outpost Boarding. Those outposts are the most critical to their operations because they need a secure location for storing massive amounts of equipment, ships, and other supplies whenever their control towers can't handle the excess, and it's where they like to play station games on (undocking only to redock to deny enemies the kill). Disrupt their access to the Outposts and you force them into residing in control towers which makes them even more vulnerable because all a spy has to do then is relay the password for the control tower and viola! The enemy will simply bump the targets out of the tower's shields and get popped by them.

oh the ability of merc groups just to **** on EvE side setups i massively support us just being a huge unknowfactor in battles i think is key, IE no matter how big your fleet is, if you cant stop that boarding party that pretty station is swapping sides, it would massively massively change fleet warfare if having to take into account boarding parties.
IE i support DUST getting mixed up their having SOV based around planets rather than stations is the first step but again i cant ccp risking it

CCP has to try. I can't see any other solution that has a general consensus among the player base like boarding parties do. CCP will have to take the dive.

I can see it already: Major alliances in Dust file tickets to have their mercs moved close to nullsec or losec because location will probably matter for legion. Then, day one of legion, they all have their resources consolidated and move into blue doughnut territory en masse. All coalitions in eve, in their hatred of dust (they really do hate us for existing when "the resources should be used for eve") wanting nothing to do with it have no infantry to back them up. Their stations and planets are flipping overnight to Dust corps and the Capsuleers can't do a dammed thing about it. Mercs capture large amounts of territory in record time, forcing the Eve corps to buy them back for ludicrous prices or sell them to the highest bidder if they don't keep it for themselves. The tears will be as sweet as the nectar of the gods. The best part is, we'll be costing them real money, as many players in the blue doughnut make a living off of the game by trading land or something.

Right now, for those who don't know, you can move your character to another station as long as the station of your choice is located within one of the systems listed in the following link.

Of course, you need to file a petition under the category "DUST Other Issues and General Questions". But the station of your choice has to be in one of those systems. If you want to know which system is best for you and what stations are in each individual system, go to http://evemaps.dotlan.net/ and then type in the system name in the search box. The results will give you information on what stations are in the system, daily and hourly traffic through that system, and what resources are normally found there.

Project Legion is currently slated to be a Destiny clone where in some areas you're allowed to gank. It will not spread its wings beyond that concept, because CCP haven't had a single original thought they were able to make manifest in roughly eight years. |

Of course. If you give Null-Sec a different set of rules than Low-Sec and High-Sec when it comes to Legion interactions, albeit much less "controlled."

Destiny is defined as shared sandbox areas with instanced content and competitive modes.

Not just a troll, but a horrifying fact. They are the same exact model, with Legion carrying a much smaller budget. This was done entirely on purpose because CCP are a bunch of trend chasers and have been forever. And trend chasers usually end up shooting themselves in the foot, which CCP has also been doing since forever.
Destiny is considered to be a great selling, but ultimately mediocre experience. Legion will be a free to play game with even less appeal, plus no Eve link. The Eve link was severed for a reason -- They have GIVEN UP on making their own legitimate original project. This ensures it will almost certainly fail immediately. |

According to CCP Rouge, that's only for the initial phase of Legion's development. After everything is settled and ready (post-release) then CCP will consider linking the two games. The separation of the two games is not going to be a permanent thing for Legion and Eve.

I've spent ten years listening to the same crap repeated again and again as CCP have boldly proclaimed they will do something, then continually scale it back through feature abandonment to the point that Peter Molyneux looks like a reputable individual.
So forgive me if I don't share your insanity and complete lack of observation regarding their capabilities.

Again, and let's make this perfectly clear -- In ten years there has been approximately one instance I can recall where a significant feature has been restored after its intentional removal. One. That was ship spinning, and it took quite literally thousands of players in-game rioting as well as dozens of gaming media websites dumping on CCP to make it a priority.
