well heres the thing it all depends on what your going to do once you get there.
idealy you will want to run at least 10m/s and have a complex green potion
uplinks are also a must
so really any scout that isnt caldari

minmatar can get away with 3 reds instead of 2 red 1 green simply because of their amazing stam regen, everyone else MUST put a green on.
although a min scout with a green might still be best due to running slightly faster having insane stamina AND being able to regen that huge stam pool faster.
generally i can get to the city in 2 sprints without a green potion meaning with a green potion i wouldnt have to stop.
if your rushing to place uplinks however your going to have to keep in mind that within a city the fastest route oftin involves vaulting over obsticles and jumping costs a percentage of your total stamina rather then a fixed amount meaning green potions lose the utility of extra stam at that
if you already have the points spent in both i recomend some experamentation as everyones routes to and in the city will vary slightly meaning everyone will get slightly different performance out of the same setups
minmatars high regen lends itself to jump heavy routs in the city with 3x kin cats but everyone else is stuck with that green potion to compete and lose out once they get into a city and have a jump heavy route

because of its insane stam pool the amaar scout can actually afford to drop the green potion entirely alowing it to equip a damp instead giving it a dampener advantage over the gal scout while having the percision advantage in the high slots.
