In all honesty, the cap needs to be removed for newbros. It's not a problem for me, sitting at almost 40 mil, but newbro's get hit hard.
Make the cap higher for those who don't have 15mil yet. 15 Mil is just about when you max out core skills and have a Proto Weapon Prof III and Proto Suit.

I have 60 but damn I can still remember 10.... I'm at 15, not a single proto suit yet. Two proto weapons. Three complex modules. Core 5, Electronics 5, Engineering 3 and I look at the fact that it's going to take weeks to either A: Engineering 5, B: Proto suit, or C: Complex mods that I absolutely need to make my suit viable but won't be able to fit without the CPU/PG budget of a PRO suit and/or Engineering 5. Weeks of the game growing gradually less fun because I face nothing but protostomp teams or all-PRO squads in my corp's PC battles. Yarrg. And remove cap altogether until one hits 20M.
If you min-max, you should hit what you need at 15mil
Maxed Core skills is around 13mil. Proto suit is 2.8 mil. Proto Prof III is around a Mil (with sharpshooter 3, reload 3, etc)
This is a ROUGH estimate, but if you do it right, it'll work. Ideally, you should skill in this order
Racial suit to 1 Weapon to 1 Cores to 1 Cores to 3 Suit to 3 Weapon to 3 Cores to 5 <--- Most important one. Suit to 4 Weapon to 5 Suit to 5 Proficiency and Done.
I say that cores to 5 is most important because of the following: At Cores 5, you can REALLY fit that ADV suit. A well fit ADV suit is perfect for pubbing. After that, you just inch the suit to proto. At Proto Suit, Core 5, you have the ability to fit whatever you want. By the time you get the modules to where you want, you no longer have to worry about not being able to fit them.
