Only ewar or scout tool in high slots is precision mods while lows have dampeners, range amps, kin cats & cardio stimulants. Give range amps to high slots to balance. There are more scouts now that just gal & min, start catering to all.

Gallente can dampen to non-existance, why can't caldari get extended sight? Basic level calscout has one low slot to work with, forcing some hard decisions other races don't. This wouldn't even be a nerf to other races, it would open up more fitting opprtunities for all.

Most Scouts are in favor of moving Codebreakers and PG Extenders to High Slots. I'm not sure whether or not this would adversely affect other suits, so we'd have to ask around before implementing the change :-) Demand for High Slot diversity has likely declined thanks to improvements to Nova Knives and Sidearm Damage Amps. They're really alot of fun; you should give them a try. EWAR scaling has improved as well; now any of the four Scouts can benefit from running Precision Enhancers. All that to say, there is less clamor among Scouts for "other things" to run apart from shield extenders in High Slots. Would moving cardio stim & codebreakers seem feasible without going overboard? All bottles seem to be inherently high slot, but moving kin cats would cause too much havoc.

I would object to moving CardRegs or KinCats to High Slots on the grounds that Brick and Speed/Mobility should be opposing forces. KinCats in Highs would be a nightmare; CardRegs less so, but again we're creating unnecessary work. I would be more than satisfied with High Slot diversity if Codebreakers alone were moved to Highs. Why do we need more diversity than this? Codebreakers alone doesn't sound like it brings much to the table, but you are right. The relationship between brick, kincats & cardreg is too closely tied to tamper with, without reworking ewar...again. Just sucks that all the ewar balance is low side to counter brick tanking. For those of us who don't tank, or who expect to die within the first quarter of a clip, there are little options other than relying solely on our racial bonus, which cannot be enhanced without completely sacrificing all other ewar capabilities (basic level)
