Caveat: Do not comment unless you read the entire OP. The numbers can be changed, it is the core concept I am trying to illustrate. Suggestions with reasoning that I like will be added to the OP.
The reason for this thread is I feel that the rifles do not feel like they belong in the Eve universe. They function well enough to kill, but do not have that special something that makes them feel like they belong. Having played Eve since 2009, I feel the rifles should be more based on their turret counterparts in Eve. I will list the core philosophies of each race, and try to make the rifles fit into those philosophies. Iron Wolf Saber had a nice summary of each race, and if someone could link the thread where he wrote them out, I would greatly appreciate it.

Onto the rifle changes.
Caldari
- rely on shields over speed for defense
- prefer to fit at long range with rails and missiles
- very efficient, want to make every shot count.
It is this last point that I feel is not properly emphasized by the current rail rifle. The rail rifle favors more spray and pray than well-aimed shots, and is still quite good at CQC even though it is a ranged weapon. Therefore, I would make the following changes.
- make it the tactical variant.
- buff the shot damage to 135
- increase the optimal range to 95m
- increase headshot multiplier to 250%
- change the operation skill from recoil reduction to increased zoom fidelity (optional)
- require it to charge to full before it can fire.
This buffs its paper dps above what it is now (400) but its applied DPS will be much lower, since you can no longer spray it everywhere, and now have to carefully aim each shot, in line with Caldari philosophy. The headshot multiplier makes this a sort of marksman's rifle, rewarding skilled shots while punishing random shooting. This also hinders it in CQC, as missing once severely cuts into your ttk on any given suit. Now it is deadly at range, but up close, it is preferable to switch to a sidearm.
Amarr
- utterly devoted to their Empress and God
- use lasers (pulse and beam) to bring the light of God to the heathens
- favor raw armor over speed or repair
- emphasize "stand and deliver"
Amarr warships can use both pulse and beam lasers equally well (unlike the Caldari, who use hybrid - rails, and the Gallente, who use hybrid - blasters) and I think the two Amarrian rifles should emphasize this concept. The laser rifle does a good job of being a "beam laser" more than it being a literal beam. So let's make the scrambler serve as a "pulse laser" of sorts.
- make the base rifle a breach variant
- reduce optimal range to 65m
- give it 461.54 RPM (current rail rifle RPM)
- up the damage to 55 damage a shot
- give it infinite ammo and increased heat buildup (optional)
This makes it the 2nd longest ranged rifle, and will be the second lowest DPS rifle (423) The scrambler will be a pulse laser, using rapid fire lasers at short range, to pair well with the laser rifle, which will be long range. The infinite ammo is like their Eve counterparts, who never have to reload, but pay for it in damage profile, much like the rifles do here when facing off against armor suits, especially sentinels. The increased heat buildup (intentionally not giving a number) will give it ~35-40 shots before overheat, before the assault suit bonus, which is like a direct magazine increase. the rapid reload skill could become a seize time reduction skill, which is the pseudo "reload" of the new scrambler rifle. This infinite ammo is optional, as that can easily lead to OPness, but if done right, it can give Amarrians their flavor and advantage, while not making them the go-to suit against everything.
