First, all scouts find Dampening, Range, and Precision to be helpful skills, so regardless of which race you pick, you should make sure that those skills are maxed.
Second, identify what kind of a role you want to play as a scout. This will largely influence what weapons and equipment you should skill into.
Lastly, if you are even thinking about using a cloak, wait until you have a race leveled to at least 4 before leveling up your cloak, preferably proto a race first. This is because the fitting costs are so high on a cloak that it takes at least 4 levels to make any viable fits while also fitting a cloak.

For forum help with any scouting questions, I recommend stopping by the Barbershop. We are more than happy to answer any questions, even if we don't always agree on the answers. It is a good place for feedback. Just don't get offended if you get stabbed, it happens to everyone there occasionally.

You can play a scout like a support logi (uplinks particularly).
I would suggest all your eWar skills are useful as are biotics (more useful for CQC scouts).
Cloak is gravy but not needed as much as dampening. Range amplification is very nice as is precision. You will find that these skills will help your logi too. If you run a logi with decent dampening and a module a lot of players will attack your lone heavy only to find him with a medic on hand.
