30 meters is not bad, it only takes 1 mod to get to 45 meters.

I'm honestly not sure what up with scouts that wanna run hp mods.

There are kincats, range amps, hacking mods, damps and cardiac regulators. There are a ton of great low slot mods for scouts, you don't need ehp.

The only thing I would understand is a basic reactive.

Because they never wanted to play a scout like a scout, they wanted to play them like assaults, but now assaults are buffed to do their jobs properly people are moving back to them. Basically, scouts are more balanced now and it's not worth the 3 million SP to get a suit that is on par with the rest. The thing is a Scout suit is very good at eWAR as it should be. It excels at stealth, assassination and agility as it should be. But no matter how good you are at all this, if your caught out the open, with nowhere to escape to, your as good as dead And that is why Scouts are balanced!
