Highs - 3 complex shields, 1 enhanced energizer Lows - 3 complex shield regulators, 1 complex or enhanced reactive plate
Weapons - whatever with a toxin/std SMG and m1 locus Equipment - compact hive
Iv not tried it yet bit it will hopefully be pretty glorious for hit and run.
A rolling nade is worth two in ambush.

The closer you get to 100% the harder diminishing returns kick in. It works like the resistance algorithm on EVE hardeners. It is impossible to hit 100% resists even with a ship that starts with 65% resists to that damage type.
The game mechanics dont allow for the complete elimination of shield delay

As a caldari my shields are my life. No shields, death. So I understand what you're trying to do but there are better options
How about this, why aren't you running three energizers? Doesn't make sense for obvious reasons.
I suggest you try 1 regulator, 1 reactive, 1 ferroscale, and 1 kin Kat to start |

I don't know what it would be but its as close as possible to 100%.

Its not what I run normally.
My actual regular fit is
3 complex shield, 1 enhanced energizer 2 shield regulators, 1 complex reactive, 1 kin kat.

Now this fit makes much more sense imo: you're using a fast regen on a fast suit with balanced tank.

Before Shield Regs you have: Shield Delay: 6 seconds Shield Depleted Delay: 8 seconds (9.8 seconds after your Shield Extenders)
After Shield Regs: Shield Delay: 1.92 seconds Shield Depleted Delay: 3.13 seconds
Point being is, it's not 100% (it's 38%, 33%, 27% for the 1st, 2nd, and 3rd, repectively).

Thank you, I forgot the diminishing return percentage values.
I also forgot about the (what I'd call) recently added shield delay that's added with shields now.
