If Rattati decides that balance is served by cutting the base HP of all dropsuits by half, and the CPM says "No, no, you're my favorite dev, please don't make the ignorant masses hate you!" Rattati can still push the butan and nerf all the things, and there isn't a goddamn thing the CPM can do about it.
So you elect the people who can provide meaningful, coherent feedback in a manner that doesn't make the Devs want to kill themselves every time they hear the voices of the people we elect.
