I would actually run two concurrent changes:
1: Increase payouts in pubs, with more ISk going to wins, to encourage people expending actual :effort: and advanced fits.
2: remove lock timers, do not give passive ISK. Make clones cost less. multiply PC payouts to 5x Pubs. 8x pubs if you are defending your district and win. Allow other corps to "Defend" your ground. If they win they get 5x multiplier plus bonus for a "win". Once per day your control of the district can be contested. if you win, you keep your 8x bonus. If you lose, the district flips. |

Why no passive isk? It encourages waiting for getting attack but a massive district district in space nets no?! Income? The bonus with this way is you only gain isk AFTER you get attacked and defend successfully, encouraging corps like Nyain San and Warravens to change their crazy timers, even if it means something a little later.
Income would be a product of attacking and getting attacked rather than sitting on your ass waiting for the wallet to fill and the directors to disseminate wealth to the commoner rabble. Passive ISK generation is a dumb idea to begin with, and because it was a dumb idea, Goonswarm Federation and a few "Honorable enemies" now have a chokehold on a large majority of tech 2 equipment production. That's more ISK by itself than all of the corps in DUST can generate combined per month.
But more to the point, if you increase the average loss payout to say 450,000, and the win payout to 600,000, then publords can afford to run advanced fits, and occasionally expend precious proto suits, or alternately Farm ISK in pubs with cheapfits so they can go all in with FW, then sustain their equipment crack habits with LP and tears. Enter PC, where you can attack and burn your proto in an orgy of destruction, lose and potentially take home 1.5 million ISk I hope you didn't die in your blingfit ten times, because that's gonna hurt the wallet.
Win and you wind up with somewhere around 2.5-3 mil. And since you treat PC like queuable contracts, (Sort of like the old Corp matches) without the buy-in, you potentially have space violence on a large scale, with the most cost-efficiency coming from LP suits and modules, Pub matches for random swarms of pogues who can't be arsed to bother finding a corp or squad, and the people who can muster a 16-man assault force and attack go get to play with the big kids, and scream like tryhards playing master of the Universe, fulfilling all of your greatest neckbeard power fantasies.
Leave the timers on, but only to designate the time when another corp can challenge to "Flip" the district, and gain the big ISK multiplier per battle. That way instead of passively letting no-effort ISk trickle in you are rewarded for inviting attack and pounding the **** out of randoms who want to take your stuff. |
