actually, even with 4 complex kincats, the gal scout can't get faster than 3 complex kincatmin scout.
Gal scout runs 11.11 m/s and minmatar scout runs 11.12. LOL not much of a difference but then again, the gallante scout had to gibe up all of it's tank while minmatar scout still has 3 high slots for shield extenders.

Are you asuming you can fit shields , equipments and decent weapons? You realize the amount of pg required? 75pg with out even putting a weapon
Dude, we all know minmatar scout doesn't have enough pg.
