That's not how it is at all if you keep switching the purpose and design of the suits. Stop changing layouts based on your ******* pub data. And if you ARE going to do this **** to us at least give us some kind of retribution package for having our choices nullified and ruined. Because it drastically harms our enjoyment factor of this game.
And why 3 weeks? Because it takes Sony a week to process the changes CCP sends in - which means we have 2 weeks to talk with CCP about the changes they want to implement that will drastically effect our choices made thus far. I know my foot is still stuck up your ass from when Imps removed SI - but let's try to move on.  Maybe you should go search for a thread called 'hotfix charlie'? Imps removed SI from what?
