If CCP polled mercs on balance via in-game mail, I'd agree with you 100%. But until that occurs, the Forums are this community's best bet at pointing out problems. Corroborating in-game usage statistics with forum feedback patterns is a good enough balance barometer for me. Flawed or not, it's all we've got, and it appears to be working now that Rattati's behind the wheel.

I'm disputing your assertion that 15 out of 20 scouts will admit there is a problem; which cannot be based on the minority that frequent the forums. I'd say "15 out of 20 scouts on the forums will admit there is a problem" is fine but if I said that you'd realize I'm being a pedant about it.
Your logic is spot on. I could revise my post as follows for the sake of accuracy:
Fun Facts ... now with more accuracy
* Heavies are OP.
* Scouts are OP.
* 19 / 20 forum-going Heavies insist that everything is fine and refuse to even acknowledge the spam.
* 15 / 20 forum-going Scouts acknowledge that they're broken and are actively seeking to get themselves fixed.
But the point and punch are lost in all that wordiness. Benefits of Brevity foregone.
