Because its the same art assets. When they draw art assets for anything, Legion will naturally be the first to use them as it will be able to use the textures as they were made (in fairly high resolution).
Its then another couple weeks of work to trim that model down until its usable in the PS3.
There is a reason Legion is on the PC.
IWS's comment, as abstract as it is, is that the art assets aren't fully drawn for each vehicle. Its somewhat difficult to get that meaning because he likes to epeen his CPM status.

I'm no game designer, I have no idea what it takes to do anything with art assets. My comment is just because there was a dev post on it once. They said the art assets for 1.8 took months to get working on the PS3.
Regardless though, my comment still stands. Any Unreal art asset they create will be for legion first simply because the PC architecture can make it work faster than trimming it down for the PS3.

I hope-to-hell they make "low rez" versions of everything for Legion (i.e. The same resolutions we have for DUST). I don't want a shiny version of DUSt with 16 v 16. I want 100+ v 100+ battles, and low res textures are going to be necessary for that to work, even on PC hardware. So if CCP is going to have to make the assets anyways, they damn-well better get them balanced in DUST first.
On the PC its going to be adjustable, so its not really a factor to consider...you'll have low-med-high-ultra-etc graphics which will determine the texture complexity. If anything you should ask that they put in a system that will dynamically (via user defined settings) lower the resolution based on # of people in proximity... that would be really nice.
I'm all for balancing in Dust though, would be nice.
Although raw input m/kb will have to be considered in Legion. Guns like the scrambler pistol probably can't continue to have a 400% modifier in Legion as you will have hardcore m/kb sharpshooters able to get headshots all day.
