Why? Because scouting is the action of gathering information about enemy forces or an area.
So basically any suit can do this in Dust.
But it's the EWAR bonuses that the specialized Light Frame called "Scout" that makes your job to gather intel on enemy and an area with ease.
Why is the scout almost alway chosen as the weak suit? Because it would be seemingly OP.
Imagine if the EWAR bonuses were given to a Medium Frame? Sounds OP right?
But alas! Any suit can basically scout. But it is the scout SUIT on Dust 514 that makes your job easier.
So please. As annoying as bricked tanked and shield tanked scouts suits are. Don't say they are doing their job as scouts wrong. As long as they remain undetected and gather enemy intel, they are doing their job. Scout doesn't mean you should be speedy.
The scouts that are doing their job as scouts wrong are the ones that run into the frontlines as if it was an assault suit.

God I miss all the vehicles we had ;-;
It made the battlefield seem more colorful instead of just Blue, Green, White & Black color all over the place

Okay, clearly I've gone a bit off the deep-end but the first sentence was serious.
I never said anything about complaining. It just urges me that I see people say "They are stacking HP mods. So they are not being a real scout"
Scouts don't necessarily need to be fast and weak. But CCP decided to make them like that.
As long as someone runs around with a Active Scanner scanning the enemy while being undetected by them is a scout.
Tho I agree with all that you said.

Why did this thread turned into a scout QQ thread? 
I just wanted to point out that basically any suit can scout as long as they are undetected and give information about enemy locations.
And that the scout isn't the typical TF2 fast, weak but with a shotgun type of class.
That's more like a skirmisher than a scout...

They were fine with just one equipment slot.
And before CCP added the second equipment slot, they said that it would cost the scout's ability to carry a Light Weapon.
Scouts QQ until no end.
If scouts could only carry 2 sidearms instead of a Light Weapon and a sidearm, they wouldn't be as OP since the only sidearm that insta-kills you are the Nova Knives.
But no, now we have scouts HP tanked and running around with Assault Combat Rifles killing anyone in seconds and being invisible (there are some maps where the blue shimmer is not noticeable) and placing RE's everywhere.
