Caldari will be more OP than now, with range(bonus), scan precision (slot layout), dampening (bonus) and fast regen (natural). Amarr will be a overall good scout suit with a great precision (bonus), range and dampening (slot layout) or HP. Minmatar is always the worst on EW side and on HP side, the only good thing is stamina regen. The Minja's I have a Minja alt, it's fun to play and it's the most balanced scout vs other frames, but it's worst than other scout. The reason? EW, plain and simple, it does not have any bonus on EW and all his EW is dictated by the modules he decides to fit. In other games people use wallhacks to see people through the walls, the ability to see will always be better than the ability to not be seen. But in Dust is very easy, just fit a couple of modules or an active scanner and "et voil+á le jeux sont fait", you can see the enemy team and so your squad. I still think that none of the scout should have bonus on EW. To be sincere i don't like the entire scan mechanic, the fact that i can sneak behind someone but he can see me on his radar, the fact that a tank does not appear on your radar even if you hear it and it's 20 meters behind you, if you use a heavy.
