Now that I have everyone with an interest in cloaks, please read/watch the following informational post!
http://www.redbull.com/uk/en/motorsports/stories/1331666027483/red-bull-air-race-focus-test-2014-ascot BEFORE YOU READ ANY FURTHER WATCH THE VIDEO . . . . . . . . . . So hopefully you have now watched the video, if you haven't go back and watch it's the whole point behind this thread! The above video shows precisely why some people can't see a Cloaked entity if they are in your face while others apparently can see them as if they were never cloaked in the first place.
During the Video, the professor talks out of sync with his own voice on at least 5 occasions, did you successfully spot all 4 times? If you did then your focus is impeccable, if you didn't it shows that your brain actively filters information it doesn't agree with. Or isn't focusing on.
The whole point is that it explains why people can't see cloaks they are designed to be subtle enough that your brain filters them out. So how many times did you catch him?

So you saw all 5 occasions did you? If you haven't actually watched the video you won't understand what I'm trying to point out to you. They could be fluorescent orange and some people would still miss them if they were even slightly translucent, because of how your brain works!

I say their fine. If some people can't see them, oh well. Just like other people have better aim than me. I'll have to deal with it.
If people have better aim than you there is Aim Assist. Once again how many of the occurances did you spot? If you missed even 1, there will points where you will miss a cloaked scout.
The point is only very small group of people will catch all the occurances, futhermore even less people will be able to do that and still focus on what the professor is saying.
It's not unfair for a small certain group of people, it's unfair for all but a select few. Yet these select few come to the forums telling us cloaks are fine because they 'are easy to spot' when in reality.
1) If they were easy to spot, you wouldn't call them a cloak 2) If they were easy to spot, why can you dance in front of people and half of them won't see you? 3) If they were easy to spot, why aren't people asking for buffs to the cloaking?
Cloaks are difficult to see for a lot of people, because is that is what they are designed to do, cloaks need to be balanced around the majority not the minority!
