Ok we all know CCP hates doing this, but I think one of the ways to address shield/armor imbalance is a shield rep tool.
I propose that CCP take the model for the remote armor rep and apply the following rather than HP repaired to armor.
Using the shield transporter restarts base suit shield regeneration regardless of the recharge delay and keeps it going as long as the rep tool is on. The transporter further adds +30/+40/+50 to shields restored per second.
Warpoints are awarded based on total shield repair per cycle.
Simple enough, and gives shield logistics a thing. |

You shouldn't be able to keep a constant rep on somebody without at least some kind of drawback or another factor to think about besides "this repair tool is in my hands"
Also, if there were to be any kind of support module for infantry shields I think it should kick start shield regen or increase recharge by a percentage based on the base stats of the suit.
the current repair tool cannot keep a target alive under a sustained barrage. I had fun demonstrating this to a few people last night. And second the drawback is "You are not shooting and f the guy you are repping dies, you're dead while you swap to a weapon.
percentage calculations are a pain in the ass and it's easier to go by flat rate. In this case, the proposal is "kick-start the regeneration and add a little on the top." |

Exactly how will shield transporters make things WORSE? The primary beneficiaries of shield boosting would be Minmatar and caldari.
Shields on an amarr or Gallente sentinel are there to give you time so your gun warms up properly. They're a convenience, not a necessity.
Dual tanking on logis and assaults may be a problem (which can be mitigated by stripping away armor protection and front-loading shield HP on Min/Cal and doing the reverse on Amarr/Gal, but scouts are too ADD to benefit and nobody uses reps anyway unless they're in organized squads (Or they're me, with a rep gun on a commando suit, go figure) |
